He believes that by sending Marshall to Illinois , MacArthur was protecting his position as Chief of Staff. He thinks Marshall may have had something to do with the assignment of Eisenhower to MacArthur’s staff, but he does not know if Marshall had anything to do with the selection of Stimson as Secretary of State.
