The text of this talk was sent to General Marshall by Major Winfield S. Overton. The talk focuses on the Army career of Charles Young, the third African American graduate of the United States Military Academy at West Point, the first African American to be promoted to the rank of colonel, and the highest ranking African American officer in the Army until his death in 1922. Major Overton then discusses how African Americans can contribute to the country’s current national defense efforts.
