Memorandum for Assistant Secretary, General Staff (Colonel Sexton)

1. Attached hereto is a draft of a proposed letter to Dr. F. D. Patterson, President of the Tuskegee Institute.

2. General Davis, in the past few months, has made other addresses to colored organizations and most favorable reactions have been received as a result of this talks. General Peterson consequently is of the opinion that it will be desirable to have General Davis speak at the conference to be held at the Tuskegee Institute on April 17, 18 and 19. This office will make the necessary arrangements to have General Davis inspect the 99th Pursuit Squadron, located at Maxwell Field, Alabama, at such time that he will be available to address the conference to be held at the Tuskegee Institute, on Sunday, April 19th.
