Only the first few pages of this document have been translated (by G-2) from Russian. This document itself is extremely interesting, for it goes back to the plots and counter plots in the days of the Czar’s rule, and describes and prescribes cipher systems judged to be good and/or bad. This is probably a rare document and is certainly of considerable historical interest.
