The foregoing is a proposal for a message from the President to Stalin. It is based on the following:

We are committed to the maintenance of one group of heavy bombers in the Middle East. At the present time I find that we not only have one group of heavies in the Middle East but it is over-strength; also some 15 more heavy bombers are on the way or are due to go there within the next four weeks. It is our intention to feed additional specialists, both ground and air crews, into that theater by air from now on, so far as we are able to do so without detriment to other theaters. On this basis it should be possible to detach a group of heavy bombers from the Middle East in time to build up this group on an operative basis in the Caucasus by the end of the year.1
