Dear Mr. Under Secretary,
The letter of the Acting Secretary of State dated April 10, 1942, and the confidential dispatches from Minister David Gray on the subject of the Defense of Ireland which he enclosed, have been the object of careful study. These dispatches convey information of value both to General Chaney and to the War Department.
It is regretted, however, that the commitments which have already been made, as well as the urgent needs of our own rapidly expanding forces, preclude any consideration at this time of a transfer of arms or equipment to the Irish Free State.
