Garner administers the oath of office to Henry A. Wallace. President Franklin D. Roosevelt takes the oath of office, administered by Chief Justice Charles E. Hughes, for his third term on January 20, 1941. Roosevelt delivers his inaugural address and reviews the inaugural parade. General George C. Marshall and Admiral Harold R. Stark accompany President Roosevelt in the reviewing stand during the inaugural parade.
