General Marshall testifies before a joint session of the Senate and House Military Affairs Committees on September 20, 1943, regarding the induction of pre-Pearl Harbor fathers. “If you cut our forces now you inflict a much heavier loss than we anticipate suffering from the Germans or Japanese,” Marshall testified, “because the cut would be right at the source of the power we are trying to inflict on the enemy. We have been a long time, a long, long time acquiring momentum, and I personally think it would be most unfortunate if we kill the momentum at this moment.”
