Emmons tells of first meeting Marshall at the Vancouver Barracks. Emmons went to Washington in 1941 as Commander-in-Chief of GHQ Air Force. Prior to the U. S. entry in World War II, Emmons went to London together with Admiral Ghomery as part of committee selected by Marshall to analyze the war. He notes that he replaced General Short as commander at Pearl Harbor and discusses difficulties supplying Hawaii before and after the Japanese attack.
