I greatly appreciate the sentiments of your letter of August 14th regarding the War Department’s policy governing the training of negro troops.

The War Department is doing its utmost, consistent with military interests, to treat all races, communities and states evenly and fairly in the assignment and training of troops. Your response is a refreshing indication that our efforts are meeting with public approval.
