1. The Foreign Minister of Colombia, Dr. Restrepo, stated that in conformity with the resolution passed by the American Foreign Ministers Conference held in Washington 26 March to 7 April 1951, Colombia desired to provide equipment for one infantry division less a heavy tank battalion and certain Navy and Air Force equipment so that Colombia would be in a position to meet UN calls under the “Uniting for Peace” resolution.

2. Prime Minister Restrepo stated that the new list of equipment, which is now being provided, includes the equipment previously requested under the provision of Section 408(e) of the Mutual Defense Assistance Act. He stated that this request for the equipment was submitted with the understanding that it be on the basis of reimbursable aid.

3. The Colombian Military and Naval Attaches were requested to review the lists with General Scott so that he might recommend the necessary administrative actions to be taken.
